Who We Are

Under development since 2005, and incorporated in July 2007, Water Line Metro has hit upon a novel and proprietary solution for transporting up to 120,000 daily riders from locations in both Maryland and Virginia to Marine-Metrorail Terminals located at current, or newly planned, Metrorail Stations and National Airport.  Water Line Metro’s patent pending passenger transfer solution is the key to Water Line’s future success.  And the best part is, the solution was here all along, but no one noticed it.

John Donovan is a former Naval Officer serving a tour as Main Engines Officer on the USS Iowa (BB-61).  He became an experienced investigator and problem solver from his service as a Special Agent of the FBI in both New York and Washington, D.C.  Following his service in the Bureau, John was a co-founder of two Internet-based companies.  And most recently, John has been an Open Source Intelligence Analyst using the most advanced online tools in the world to protect his clients’ interests online.   John is in the process of identifying and hiring the experienced professionals he will need to build Water Line Metro, Inc. into a successful enterprise.

Water Line Metro will be funded entirely by small investors through a Regulation A Direct Public Offering.  Government funding for a private ferry operation on the Potomac is unlikely due to the results of past government studies; and it is unnecessary.  A successful High Speed Commuter Ferry service on the Potomac presents an enormous economic opportunity rarely encountered and easily envisioned.   

Properties located just 20 miles from downtown D.C. on the Maryland side of the Potomac were valued at 1/30th (one-thirtieth) the cost of identical properties in Virginia as recently as September 2007. The reason for this great price differential was generally due to a lack of access from these depressed properties to the high-paying jobs in downtown D.C. Water Line Metro will purchase large amounts of the under-valued property in Maryland, and then provide the commuter access needed to increase the value of these real estate holdings. Water Line Metro will provide the Maryland side of the Potomac the access the Virginia Rail Express (VRE), I-95 and Rt. 1 provides to the Virginia side.

Government office holders will not be able to recommend funds for the development of a High Speed Commuter Ferry Service until yet another feasibility study is completed. The delay such study would cause will only allow this incredible opportunity to evaporate as established real estate investors gobble up the choicest locations before “the little guy.” Water Line Metro’s DPO will allow the average investor to participate in a process that may very possibly return many times the value of their initial investment by trading on the access differential between Virginia and Maryland.

A Direct Public Offering over the Internet presents the best chance for obtaining financing while benefiting the greatest number of area residents.  Water Line Metro has not yet completed the application process for a Regulation A Stock Offering.  Once this offering is approved, those readers with an eye toward investing in Water Line Metro and who have left their personal information on our Contact page will be re-contacted via email when the Stock Sale is fully authorized.
